V Executive Organization

The Executive shall consist of the following:

Chairperson

who shall:

1. Preside over all meetings of the Working Group and the Committee of the Whole.

2. Exercise a general supervision over the affairs of the Committee.

3. Ensure the following of guidelines and the carrying out of all resolutions and proceedings of the Committee.

4. Participate in covering a resigned Executive's duties until a new Executive member can be elected.

5. Call Executive, Working Group, and general Committee meetings as required.

6. Be responsible for the budgetary functions of the Committee along with other members of the Executive.

First Vice-Chairperson

who shall:

1. In the absence of the Chairperson, assume and perform all duties of the Chairperson.

2. Have such other powers and duties as prescribed by the Chairperson or the Working Group.

3. Participate in covering a resigned Executive's duties until a new Executive member can be elected.

4. Be responsible for the budgetary functions of the Committee along with other members of the Executive.

Second Vice-Chairperson

Who shall:

1. In the absence of the First Vice-Chairperson, assume and perform all duties of the First Vice-Chairperson.

2. Have such other powers and duties as prescribed by the Chairperson or the Working Group.

3. Participate in covering a resigned Executive's duties until a new Executive member can be elected.

4. Be responsible for the budgetary functions of the Committee along with other members of the Executive.

Past Chairperson

Who shall:

1. In the absence of the Second Vice-Chairperson, assume and perform all duties of the Second Vice-Chairperson.

2. Have such other powers and duties as prescribed by the Chairperson or the Working Group.

3. Participate in covering a resigned Executive's duties until a new Executive member can be elected.

4. Be responsible for the budgetary functions of the Committee along with other members of the Executive.

Administrative Manager

Who shall, working in conjunction with and for the Committee Working Group:

1. Gather daily production data for light, medium, heavy and synthetic oil and condensate from each feeder pipeline in western Canada.

2. Gather daily disposition data for light, medium, heavy and synthetic oil and condensate from each feeder pipeline in western Canada.

3. Collect updates of all feeder pipeline notices of shipment.

4. Collect information related to pipeline capability and production levels.5. Gather daily inventories from all feeders and trunk lines. Heavy oil pipeline inventories and trunk line terminal inventories shall be held in confidence.

6. Collect the initial individual shipper forecast and actual deliveries by crude category (light, medium, heavy, synthetic and condensate) and input destination/distribution (Alberta and other western Canadian Refineries, Express, Interprovincial, Trans Mountain, Rangeland, Milk River and Wascana).

7. Gather each shipper's explanation of the variance between the initial nomination and actual shipments.8. Report to the Working Group members and to other Committee members as requested, a tabulation of the daily production and disposition data by pipeline and by crude category, a tabulation of the updated feeder pipeline notices of shipment, the forecast versus actual comparisons, the inventory levels by crude category and provide commentary on the statistical data.

9. Publish monthly, a report showing the forecast versus actual shipper nominations by crude category and destination and the individual explanations for the variances provided by each shipper.

10. Maintain appropriate communication with regulatory agencies.

11. Publish the annual forecast reporting calendar.

12. Publish updates to the Forecast Procedures Manual.

13. Record and distribute minutes of all Committee meetings.

14. Notify Committee members of meetings.

15. Act as a facilitator at all Committee meetings.

16. Maintain current Committee membership lists.

17. Work as a facilitator with the feeder pipelines, trunk lines, shippers and producers to ensure the logistical procedures are being followed consistently by all parties.

CAPP Executive Representative

Who shall provide the Committee Executive with the viewpoint of the CAPP membership. The CAPP Executive Representative is an ex-officio member of the Executive and has no vote at Executive meetings.

SEPAC Executive Representative

Who shall provide the Committee Executive with the viewpoint of the SEPAC membership. The SEPAC Executive Representative is an ex-officio member of the Executive and has no vote at Executive meetings.
